    A Bill to amend Section 16-11-700, as amended, Code of Laws of South Carolina, 1976, relating to penalties for littering, so as to provide an additional penalty of assessing two points against the driver's license of the convicted person; and to amend Section 56-1-720, as amended, relating to the point system, so as to add two points for littering.
