H 4767 General Bill, By R.S. Corning and D.A. Wright
    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 5-3-296 so as to provide that no municipality which is a provider of water or sewer service to landowners, freeholders, or residents outside the corporate limits of the municipality may require annexation, or an agreement to annex, as a condition for other persons to receive the water or sewer service, or as a condition for taking steps to gain these services, if these persons are not then receiving the water or sewer service.
