    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 48-1-89 SO AS TO PROVIDE THAT A WHOLE EFFLUENT TOXICITY (WET) TEST RESULT THAT DEVIATES FROM WATER QUALITY STANDARDS ENFORCED BY THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL DOES NOT CONSTITUTE A VIOLATION WITHOUT EVIDENCE OF OTHER WATER QUALITY STANDARD DEVIATIONS.
