    A Bill to amend Section 15-78-140, as amended, Code of Laws of South Carolina, 1976, relating to the purchase of insurance by governmental entities pursuant to the South Carolina Tort Claims Act, so as to delete the requirement that a reasonable administrative cost be retained by the Budget and Control Board from the refund due a political subdivision if it cancels its coverage with the Board.
