A Joint Resolution proposing an amendment to Section 1, Article XVI of the Constitution of South Carolina, 1895, relating to amendment of the Constitution, so as to provide that amendments agreed to by the members of the General Assembly must be submitted at the next general election for Representatives that is not a presidential election year unless the General Assembly specifically provides otherwise.
