    A Bill to amend Section 26-3-20, Code of Laws of South Carolina, 1976, relating to the definition of notarial acts and persons who are authorized to perform notarial acts outside this State, so as to provide that commissioned officers in active service with the Armed Forces of the United States and certain other persons may perform notarial acts inside the State for use in the State with the same effect as if performed by a notary public.
