    A BILL TO AMEND SECTION 59-4-100, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE SOUTH CAROLINA TUITION PREPAYMENT PROGRAM, SO AS TO AUTHORIZE AN INCOME TAX DEDUCTION BY A CONTRIBUTOR TO THIS PROGRAM; AND TO AMEND SECTION 12-6-1140 OF THE 1976 CODE, RELATING TO DEDUCTIONS FROM INDIVIDUAL TAXABLE INCOME SO AS TO CONFORM THESE PROVISIONS WITH THE DEDUCTION AUTHORIZED IN SECTION 59-4-100.
