    A Bill to amend Section 38-39-40, as amended, Code of Laws of South Carolina, 1976, relating to insurance premium service companies, the revocation or suspension of, or refusal to issue a license and monetary penalties, so as to eliminate as grounds for the revocation or suspension of a license the rebating of part of the service charge as an inducement to the financing of an insurance policy with the premium service company.
