    A Bill to amend Section 6-7-730, Code of Laws of South Carolina, 1976, relating to the procedure for enacting or amending zoning regulations or maps, so as to make zoning ordinances subject to the procedures, to provide that the Planning Commission has forty-five rather than thirty days to submit its report to the governing authority and failure to submit its report within forty-five days is deemed approval of the changes, and to provide that no suit may be brought to challenge the validity of a zoning ordinance, resolution, or map, or amendments to any of them except on the grounds of adequacy of notice unless the contestant files a notice of intent to contest with the governing body within thirty days after its final action on the matter and actually commences the action within ninety days of filing the notice of intent to contest.
