    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 61-4-75 SO AS TO REQUIRE ALL RETAILERS OF ALCOHOLIC BEVERAGES, BEER AND WINE, BOTH ON AND OFF THE PREMISES TO POST, IN A CONSPICUOUS PLACE, A SIGN WHICH WARNS THE PUBLIC THAT DRINKING ALCOHOLIC BEVERAGES DURING PREGNANCY CAN CAUSE BIRTH DEFECTS, AND PROVIDE A PENALTY FOR VIOLATION.
