    A BILL TO AMEND ARTICLE 5, CHAPTER 3, TITLE 31 OF THE CODE OF LAW OF SOUTH CAROLINA, 1976, BY ADDING SECTION 31-3-465 SO AS TO PROVIDE THAT A PUBLIC HOUSING DEVELOPMENT MAY NOT BE CONSTRUCTED IN AN AREA ANNEXED INTO A CITY WITHIN ONE YEAR OF THE ANNEXATION UNLESS THE RESIDENTS IN THE ANNEXED AREA AGREE IN A PUBLIC ELECTION.
