    A BILL TO AMEND SECTION 54-3-20, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE CREATION OF THE SOUTH CAROLINA PORTS AUTHORITY, AND SECTION 58-31-20, AS AMENDED, RELATING TO APPOINTMENT OF A BOARD OF DIRECTORS FOR THE SOUTH CAROLINA PUBLIC SERVICE AUTHORITY, BOTH SO AS TO PROVIDE FOR FOUR-YEAR TERMS FOR ALL MEMBERS, WITH A CERTAIN NUMBER OF THE MEMBERS BEING APPOINTED BY THE GOVERNOR IN EACH OF THE FOUR YEARS OF THE GOVERNOR'S TERM.
