A Bill to require the sheriff of a county to furnish prisoners under certain conditions for the purpose of removing litter from the highways and streets within the county; to provide that prisoners who volunteer for this service shall receive certain credit for time served; to provide that any prisoner leaving his assigned area, except for good cause, must be treated as if he had escaped; and to provide for the assignment by lot of areas for litter removal.
