    A Bill to amend Act 245 of 1983, as amended, relating to budgets of school districts in Orangeburg County, so as to provide that tax millage may be increased by five mills or to meet South Carolina Educational Improvement Act of 1984 requirements without a referendum, and to require a referendum if the increase exceeds five mills or those requirements and to provide that Orangeburg County School District Number Six may add millage for the 1984-1985 fiscal year without a referendum.-amended title
