    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 50-19-555 SO AS TO PROVIDE THAT THE DEPARTMENT OF NATURAL RESOURCES MAY NEGOTIATE A RECIPROCAL AGREEMENT WITH THE AUTHORITIES OF THE STATE OF NORTH CAROLINA TO ALLOW RECIPROCAL FISHING AND MIGRATORY WATERFOWL HUNTING ON FRESHWATER RIVERS AND LAKES ON THE COMMON BOUNDARY BETWEEN SOUTH CAROLINA AND NORTH CAROLINA.
