    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 16-17-447 SO AS TO PROVIDE THAT NO PERSON IN ANY DOCUMENT DELIVERED TO A CONSUMER BY MAIL OR OTHER FORM OF DELIVERY SOLICITING THE SALE OF SOME TYPE OF SERVICE OR PRODUCT MAY USE A DERIVATION OF THE NAME OF A STATE OR LOCAL GOVERNMENTAL ENTITY IN THE DOCUMENT WHICH A REASONABLE PERSON WOULD ASSUME IS AN OFFICIAL DOCUMENT FROM THAT GOVERNMENTAL ENTITY REQUIRING ACTION ON THE CONSUMER'S PART, AND TO PROVIDE PENALTIES FOR VIOLATIONS.
