S 0792 Joint Resolution, By R.C. Lake
    A Joint Resolution proposing amendments to Sections 2, 3 and 5 of Article V of the Constitution of South Carolina, 1895, relating to the composition, terms and jurisdiction of the South Carolina Supreme Court, so as to increase the membership of the State Supreme Court from five to nine, to provide that three-justice panels shall hear and decide by majority vote appeals from the Family Court, from civil actions and proceedings wherein the amount in controversy on appeal is fifty thousand dollars or less, and criminal appeals in cases not involving either capital punishment, life imprisonment or an actual sentence exceeding twenty years of consecutive confinement, so as to provide that other appeals shall be heard and finally decided by majority vote of a panel of five justices, and so as to specify a procedure for appointing panels.
