    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 16-11-770 SO AS TO PROVIDE PROCEDURES FOR A LAW ENFORCEMENT OFFICER TO DIRECT THE TOWING OF A VEHICLE OR OBJECT, THE NOTIFICATION OF THE OWNER OF THE VEHICLE OR OBJECT, AND THE SALE OF THE VEHICLE OR OBJECT.
