    A Bill to amend Chapter 3, Title 16, Code of Laws of South Carolina, 1976, relating to offenses against the person, by adding Article 10 so as to enact provisions governing parental abduction or concealment and custodial interference with custodial or visitational rights, including, among other things, the establishment of two separate felony offenses and a misdemeanor offense, the providing of penalties, and the assessment of certain expenses; to amend Section 16-3-910, relating to kidnapping, so as to broaden the nature of the offense by including the act of unlawfully concealing a person by any means without authority of law; to repeal Section 16-17-495 relating to transporting a child under sixteen years of age outside the state with intent to violate a custody order; and to amend Section 16-1-10, as amended, relating to crimes classified as felonies, so as to include the crimes contained in Sections 16-3-945 and 16-3-950.
