S 0851 General Bill, By I.E. Lourie
    A Bill to amend Section 58-25-30, as amended, Code of Laws of South Carolina, 1976, relating to the activation and dissolution of a regional transportation authority and modification of an agreement creating an authority or plan of service, so as to delete the requirement for ratification of an agreement by the qualified electors within the proposed service area and to prohibit a service area from imposing a tax or changing the level of tax imposed unless a majority of the qualified electors within the area voting on the question approve; and to amend Section 58-25-40, as amended, relating to an authority's board members, officers, and staff and the membership of contiguous counties and cities, so as to delete the references to the required ratification.
