    A BILL TO AMEND SECTION 2-7-71, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO REVENUE IMPACT STATEMENTS, AND TO AMEND SECTION 11-11-15 OF THE 1976 CODE, RELATING TO THE BUDGET FUNCTIONS OF THE GOVERNOR, SO AS TO REQUIRE THE RECOMMENDED STATE BUDGET SUBMITTED BY THE GOVERNOR AT THE BEGINNING OF EACH REGULAR SESSION OF THE GENERAL ASSEMBLY TO INCLUDE SPECIFIC APPROPRIATIONS FOR THE AMOUNTS STATED IN THE STATEMENT OF REVENUE IMPACT FOR A BILL ENACTED DURING THE PRIOR SESSION OF THE GENERAL ASSEMBLY.
