A Joint Resolution to appropriate an amount not to exceed thirty-four million, seven hundred sixteen thousand, one hundred fifty eight dollars from the funds available from the fiscal year 1992-93 revenue surplus for the purpose of providing funds for the settlement or final resolution of Bass vs. the State of South Carolina and to direct that any settlement or expenditure from this special account must be approved by the General Assembly in subsequent legislation.
