    A Bill to repeal Section 12-47-445, Code of Laws of South Carolina, 1976, relating to the provisions of Section 12-47-440 not applying to claims for abatement or refund which result from a final decision of a court of competent jurisdiction declaring a tax law of this State unconstitutional or otherwise unlawful.
