A Bill to amend Section 12-9-310, as amended, Code of Laws of South Carolina, 1976, relating to state income tax withholding, so as to eliminate the requirement for withholding on the payment of proceeds of the sale of real property to nonresidents, if the nonresident seller provides an affidavit to the payor that any required tax return will be filed and any South Carolina income tax liability arising from the transaction will be paid and to require a copy of the federal income tax reporting form of the transaction to be filed with the South Carolina Tax Commission.
