    A BILL TO AMEND CHAPTER 1, TITLE 7, CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 7-1-110, SO AS TO PROVIDE THAT A STATE OR LOCAL GOVERNMENTAL AUTHORITY HAVING JURISDICTION OVER HIGHWAY RIGHT-OF-WAYS IS PROHIBITED FROM REMOVING ANY SIGNS BEARING POLITICAL MESSAGES RELATING TO AN ELECTION, PRIMARY, OR REFERENDUM FROM A HIGHWAY RIGHT-OF-WAY IN THE FOURTEEN-DAY PERIOD PRECEDING THE ELECTION OR ON ELECTION DAY.
