    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 24-21-637 so as to provide that a prisoner is not eligible for parole unless he passes a basic reading test and to require the Department of Probation, Parole and Pardon Services, in conjunction with the Department of Education and the Department of Corrections, to develop reading courses which must be conducted by the Department of Corrections.
