    A Joint Resolution to provide that for the 1989-90 school year, the State Board of Education is authorized to waive, on a district-by-district basis, making up instructional and staff development and teacher work days which were missed as a result of Hurricane Hugo, provided the school year in each district is at least one hundred seventy-five instructional days, and to authorize the board to waive additional instructional days in schools within districts because of special circumstances caused by the hurricane, to require that waivers of instructional or staff development and teacher work days must be approved by both State Board and the local boards of trustees for each school district, and provide that state funding may not be reduced for any school district as a result of any waiver granted under this resolution.
