A Joint Resolution proposing an amendment to Section 5 of Article VIII of the Constitution of South Carolina, 1895, relating to the merger of parts of counties with adjoining counties, so as to increase from ten percent to a majority of the registered voters in an area who are required to sign a petition to initiate an election to merge a portion of a county with another; and to add the requirement that a majority of the electors in the county from which the territory is proposed to be annexed must approve the merger.
