 A Bill to amend Section 59-103-35, Code of Laws of South Carolina, 1976,
 relating to the Higher Education Commission, so as to provide that both the
 Senate Education Committee and the House of Representatives Education and
 Public Works Committee must meet in joint session and concur in favor of any
 appeal by institutions of higher learning from decisions of the Commission to
 terminate existing programs in such institutions and to prohibit the
 recommendation to terminate a program for a period of four years thereafter
 and to require the University of South Carolina to maintain a teacher
 education program.
