A CONCURRENT RESOLUTION

TO CONGRATULATE JOHN A. "JACKY" FRAZIER OF ALLENDALE COUNTY ON BEING SELECTED THE 1991 SMALL FARMER OF THE YEAR BY THE STATE ASSOCIATION OF FARMERS.

Whereas, the General Assembly was delighted to learn that John A. "Jacky" Frazier will be awarded the Small Farmer of the Year award by the State Association of Farmers on Saturday, January 26, 1991; and

Whereas, Mr. Frazier resides on the family farm with his mother, Mrs. Edith Frazier; and

Whereas, he is the proud father of three children, a son who is a senior participating in the Governor's Honors Program, his oldest daughter is a sophomore at Princeton University, and his youngest daughter is an achiever in school and the orchestra; and

Whereas, "Jacky" is a 1967 graduate of Fairfax Training School where he was valedictorian of his class; and

Whereas, he earned a B.S. degree in Agriculture Economics in 1971 from South Carolina State College; and

Whereas, because of his love for farming, after graduating from college he returned home to help his father, the late Organ Frazier, who also was a very successful farmer; and

Whereas, Jacky, known for his home-grown watermelons, was the first in his area to use black plastic under his watermelons; and

Whereas, in 1990 he expanded his watermelon operation and grew his own watermelon plants which numbered over two hundred thousand; and

Whereas, he was the first black farmer in Allendale County to be appointed to the ASCS Board and the first black farmer in the State to be appointed to the South Carolina Watermelon Association's Executive Board; and

Whereas, John Frazier is highly respected for his agricultural knowledge by his fellow farmers and friends, and his advice is sought often by many farmers on in all aspects of farming operations. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly congratulate John A. "Jacky" Frazier of Allendale County on being selected the 1991 Small Farmer of the Year by the State Association of Farmers.

Be it further resolved that a copy of this resolution be forwarded to John A. "Jacky" Frazier.
