A BILL
TO AMEND SECTION 56-3-210, AS AMENDED, CODE OF
LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE
GRACE PERIOD FOR PROCURING A MOTOR VEHICLE
REGISTRATION AND LICENSE, SO AS TO REQUIRE THAT A
PLACARD CONTAINING CERTAIN INFORMATION BE
DISPLAYED ON THE MOTOR VEHICLE BEFORE THE
REGISTRATION AND LICENSE PLATE ARE RECEIVED, TO
PROVIDE FINES FOR THE DISPLAY OF INACCURATE OR
FALSE INFORMATION, AND TO PROVIDE THAT A PORTION
OF THE FINES MUST BE REMITTED TO THE REINSURANCE
FACILITY.
Be it enacted by the General Assembly of the State of South
Carolina:
SECTION 1. Section 56-3-210 of the 1976 Code, as last amended
by Act 497 of 1994, is further amended to read:
"Section 56-3-210. (A) Persons newly acquiring
vehicles and owners of foreign vehicles being moved into this State
and required to be registered under this chapter may have not more
than forty-five days in which to register and license them.
(B) Before obtaining a motor vehicle registration and license
plate pursuant to subsection (A), the following information must be
displayed on the lower left corner of the rear windshield or in the
space designated for the placement of a license plate:
(1) the motor vehicle owner's driver's license number;
(2) the motor vehicle's purchase date; and
(3) the date the grace period expires.
(C) Information displayed pursuant to subsection (B) must consist
of letters and numbers at least two inches in height and visible for a
distance of fifty feet.
(D) A person subject to the provisions contained in subsection (B)
is responsible for the accuracy of the information displayed. Failure
to properly display the information required in this section shall result
in a fine of not more than twenty-five dollars. Display of false
information shall result in a fine of not more than two hundred dollars
with three-fourths of the fine to be remitted to the South Carolina
Reinsurance Facility."
SECTION 2. This act takes effect upon approval by the Governor.
