 relating to public utilities by adding Section 58-1-60 so as to provide that
 the Public Service Commission may not grant and any gas, water, heat,
 telephone, or electric utility operating in this State may not impose any rate
 increase which on an annual basis is greater than the annual percentage
 increase in the consumer price index for the preceding calendar year.
