A Joint Resolution proposing an amendment to Article III of the Constitution
of South Carolina, 1895, relating to the Legislative Department, by adding
Section 37 so as to prohibit any regulation promulgated by a state agency,
board, commission, or approved by the General Assembly from becoming effective
unless approved by the General Assembly in the same manner as an act; to allow
the General Assembly to amend any proposed regulation; and in an emergency
situation, to allow a regulation to become effective only for the period of
the emergency upon approval of the Governor.
