A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 8-11-970 SO AS TO PROVIDE AN ANNUAL LONGEVITY PAY RAISE FOR STATE EMPLOYEES.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Article 11, Chapter 11, Title 8 of the 1976 Code is amended by adding:

"Section 8-11-970. (A) In addition to any other base pay increase provided by law, all full-time state employees shall receive on the first pay date of the fiscal year a base pay increase equal to one hundred dollars for each completed year of the employee's state service as of that date but not more than two thousand dollars. An employee who has received the maximum base pay increase allowed under this section is ineligible to receive additional base pay increases pursuant to this section. The appropriations for the base pay increases provided by this section must be used to pay employees only in the same ratio as the employee's base salary is paid from appropriated sources.

(B) As used in this section:

(1) 'employee' includes all classified and unclassified employees, including agency heads reviewed by the Agency Head Salary Commission, and employees of local health care providers;

(2) 'state service' includes all employment in a full-time position with a state agency or in a full-time position with a local health care provider. The state agency that contracts with the provider shall determine the state service of employees of the provider;

(3) 'local health care provider' includes local health care agencies having contracts with state agencies for the providing of services."

SECTION 2. This act takes effect upon approval by the Governor.
