CHAPTER 23.
The College of Charleston
Statutory Authority: 1976 Code Sections 56-21-10 through 56-21-60
Editor's Note
The Board of Trustees of the College of Charleston hereby adopts the City of Charleston Traffic Code and records in its proceedings the following regulations governing traffic, parking, and the registration of motor vehicles on the campus of the College of Charleston. They shall apply to and be in effect on the streets, roads, alleys, ways, sidewalks, walkways, parking spaces, parking areas, and parking lots on all parts of the campus of the College of Charleston.
23-1 General  Regulations.
Sec. 1. The definitions and meanings of terms shall be as follows:
A. Academic Year. From opening date of school one calendar year to same date of the ensuing calendar year.
B. Campus. All property located in and around Charleston, South Carolina which is owned or leased by the College of Charleston.
C. College. Unless otherwise provided, the College of Charleston at Charleston, South Carolina.
Sec. 2. These regulations apply to the drivers of all vehicles, whether public or private, and are in force twenty-four (24) hours a day unless otherwise provided in these regulations. It is unlawful for any driver to violate any of the provisions of these regulations, except as otherwise permitted by these regulations or by the laws of the State of South Carolina.
Sec. 3.(a) The driver of any vehicle shall obey the lawful instruction of any College of Charleston Public Safety Officer, and of any official traffic sign properly placed in accordance with the provisions of these regulations except when otherwise directed by a Public Safety Officer. Whenever a particular section of these regulations does not state that signs are required such section is effective without signs being provided.
(b) The Vice President for Business Affairs of the College of Charleston has the authority to cause the signs, signals, and markings necessary to implement these regulations to be erected, established and maintained.
Sec. 4. No person shall, without lawful authority, attempt to or in fact alter, deface, injure, knock down, or remove any official traffic sign or device, or any inscription, shield or insignia thereon, or any other part thereof.
Sec. 5. The President in acting pursuant to the authority vested in him by these regulations, shall exercise his discretion and authority in such a manner as to insure the proper conduct of the necessary business of the College and the effective utilization and control of the available parking areas and facilities on the campus of the College for the benefit and maximum convenience of students, faculty, staff members, and visitors.
Sec. 6. The College shall assume no responsibility for the care and/or protection of any vehicle or its contents at any time while it is operated or parked on the campus.
23-2 College Motor Vehicle Registration.
Sec. 1. The Public Safety Division is responsible for registration of vehicles, keeping registration cards, issuance of permits, and recording and reporting violations.
Sec. 2. Any student who shall regularly or occasionally drive, operate or control, park, let stand, or otherwise use or maintain a motor vehicle on the land or property of the College may purchase a permit to park a vehicle in designated student parking areas, subject to space availability.
Sec. 3. Faculty or Staff members of the College who own or operate a vehicle on campus may purchase a permit to park a vehicle in designated College Faculty and Staff parking spaces, subject to space availability. The Faculty or Staff member who is issued a parking permit is responsible for all violations against the vehicle for which the permit is issued.
Sec. 4. Registration fees are established by the Vice-President for Business Affairs, subject to the approval of the President.
23-3 Parking Areas.
Sec. 1. College of Charleston Traffic and Parking instructions are indicated by (a) printed regulations and guides, (b) campus maps and (c) signs or street markings.
Sec. 2. Faculty and Staff parking areas are marked by yellow regulatory signs corresponding with the yellow bumper decal.
Sec. 3. Student parking areas are marked by green regulatory signs corresponding with the green bumper decal.
23-4 Violations, Penalties, & Bonds.
Sec. 1. The driver and owner or person in whose name a vehicle is registered shall be responsible for all violations incurred by the vehicles.
Sec. 2. Penalties and/or bonds are payable in person at the City Police Department or the City Treasurer's office, corner Broad and Meeting Streets, or by mail to the City Treasurer, P.O. Box 386, Charleston, S.C.
Sec. 3. Schedule of Penalties and Bonds:

Sec. 4. For delinquent violations not paid after the third day from the date of issuance-the bond will be increased as prescribed below:
(a) $1.00 Bond Increased to $2.00
(b) $5.00 Bond Increased to $7.00
Sec. 5. Warrants will be served after 10 days of notification to registered owner. Bonds will increase as follows:
(a) $2.00 Bond Increased to $5.00
(b) $7.00 Bond Increased to $10.00
23-5 Vehicle Towing and Impounding.
Sec. 1. The Public Safety Division shall have the power to have a vehicle impounded, towed and stored at the owner's expense and risk under the following conditions:
A. If the motor vehicle is parked in a fire lane.
B. If the motor vehicle is parked in such a way as to block a driveway, to block a service entrance, or to create a hazard to safety.
C. If the motor vehicle is parked in a parking by permit only space without benefit of a permit.
D. If three or more traffic violations have been issued against said vehicle.
23-6 Boards, Committees and Courts.
Sec. 1. The President may appoint such Boards, Committees and Administrative Bodies as he deems necessary to assist in the administration of the rules and regulations contained herein.
23-7 Summons.
Sec. 1. Public Safety personnel employed by the College are empowered and authorized to issue summons and/or other traffic citations pursuant to authority contained in Sections 56-21-10 to 56-21-60 of the 1976 Code.
