A CONCURRENT
RESOLUTION
MEMORIALIZING THE CONGRESS OF THE UNITED STATES TO
CALL A CONVENTION TO PROPOSE AN AMENDMENT TO THE
UNITED STATES CONSTITUTION TO PROHIBIT THE FEDERAL
GOVERNMENT FROM INCREASING COSTS OF THE STATES BY
REDUCING THE PROPORTION OF FEDERAL FUNDS TO THE
STATES OR REQUIRING NEW OR INCREASED COSTS FOR
MANDATED ACTIVITIES OR SERVICES WITHOUT FUNDING.
Be it resolved by the House of Representatives, the Senate concurring:
That pursuant to Article V of the Constitution of the United States, the
General Assembly of the State of South Carolina memorializes the
Congress of the United States of America, at its session, to call a
convention for the purpose of proposing an amendment to the
Constitution of the United States to prohibit the federal government
from reducing the federally financed proportion of the necessary costs
of any existing activity or service required of the states by federal law
or from requiring a new activity or service or an increase in the level of
an activity or service beyond that required of the states by existing
federal law unless the federal government pays for any necessary
increased costs.
Be it resolved that copies of this resolution be forwarded to the President
of the United States Senate, to the Speaker of the United States House
of Representatives, and to each member of this State's delegation to the
Congress.
