A HOUSE RESOLUTION

TO RECOGNIZE AND HONOR COLONEL EDWARD B. CARTER OF DORCHESTER COUNTY, UPON BEING NAMED ALUMNUS OF THE YEAR BY THE CITADEL ALUMNI ASSOCIATION IN HONOR OF HIS EXTRAORDINARY EFFORTS IN SUCCESSFULLY RECOVERING AN HISTORIC ARTIFACT OF SIGNIFICANCE TO CITADEL HISTORY AND IN HONOR OF HIS MANY OTHER CONTRIBUTIONS AND SERVICE TO THE CITADEL.

Whereas, the members of the South Carolina House of Representatives are pleased to learn that Colonel Edward B. Carter has been named Alumnus of the Year by The Citadel Alumni Association; and

Whereas, born in North Charleston, Edward Carter earned a degree in political science from The Citadel in 1966 and a master's in aeronautical science management from Embry-Riddle Aeronautical UniversityNext; and

Whereas, together with his beloved wife, Theresa Millwood Carter, formerly of Charleston Heights, he raised two fine children: Donna, a graduate of the PreviousUniversity of Florida, and Michael, also a graduate of The Citadel; and

Whereas, in 2008, Colonel Carter launched an effort to obtain on loan from the State Historical Society of Iowa the "Big Red" Flag that flew over Morris Island on January 9, 1861, when Citadel cadets fired on the Union supply ship The Star of the West in Charleston Harbor, the incident considered by many historians to be the first shots of the Civil War; and

Whereas, returned in time for the one hundred fiftieth anniversary of the firing on The Star of the West, "Big Red" displays a large white palmetto tree with an inward-facing, waxing crescent moon on a red background; and

Whereas, Colonel Carter worked diligently for two years to recruit and organize a recovery team that would ensure the safe delivery and installation of this priceless artifact, which is currently housed in the lobby of the Holliday Alumni Center just outside the campus gates of The Citadel; and

Whereas, his leadership, perseverance, and organizational abilities reflected his total devotion and service to The Citadel and Citadel alumni and enabled him to spearhead a fund-raising effort in which private donations paid for the entire expense associated with the return of "Big Red"; and

Whereas, while he was steadfastly pursuing the acquisition of the flag for The Citadel, he also served as president of his local Citadel club and president of The Citadel Alumni Association; and

Whereas, Colonel Carter serves on numerous boards in the community, including the Greater Summerville-Dorchester Chamber of Commerce, of which he is currently the chair of Public Policy; and

Whereas, he served with distinction in the United States Air Force, retiring at the rank of colonel, and currently serves as a principal with Appraisal Services of South Carolina, Inc., in Summerville, as a state certified general real estate appraiser; and

Whereas, the members of the South Carolina House of Representatives are grateful for the pride and recognition that Colonel Edward B. Carter has brought to his beloved alma mater, his community, and the Palmetto State. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Colonel Edward B. Carter of Dorchester County, upon being named Alumnus of the Year by The Citadel Alumni Association, in honor of his extraordinary efforts in successfully recovering an historic artifact of significance to Citadel history and in honor of his many other contributions and service to The Citadel.

Be it further resolved that a copy of this resolution be presented to Colonel Edward B. Carter.
