Richard Woodruff, for his twelve years of service to that city and to wish him
well as he begins work as the City Manager of Naples, Florida.

A CONCURRENT
RESOLUTION
TO THANK AND RECOGNIZE ANDERSON CITY MANAGER, DR.
RICHARD WOODRUFF, FOR HIS TWELVE YEARS OF SERVICE
TO THAT CITY AND TO WISH HIM WELL AS HE BEGINS WORK
AS THE CITY MANAGER OF NAPLES, FLORIDA.
Whereas, Dr. Richard Woodruff has served as Anderson City Manager
for twelve years and is leaving for Naples, Florida, to serve as city
manager; and
Whereas, first serving as Anderson's director of Planning and
Community Development and then as manager, Dr. Woodruff came to
the Upstate after working as assistant county manager for Collier
County, a suburban area outside Naples; and
Whereas, under Dr. Woodruff's direction, Anderson has almost
completed a twenty-five million dollar sewer expansion project. The
expansion of two treatment plants and a new operations center is
scheduled to be completed next year. the sewer expansion will meet city
growth for the next fifteen to twenty years, officials say. It has also
eliminated sewage overflows and helped the city meet environmental
regulations; and
Whereas, recently, Dr. Woodruff has been one of the leading proponents
of the local-option sales tax, a one-cent tax that would roll back property
taxes and help support local government; and
Whereas, a native of Tennessee, Dr. Woodruff was raised in the Naples
area. He received a bachelor's degree in government and prelaw from
Wofford College and a doctorate from Nova University in Fort
Lauderdale, Florida. His wife, Gwendolyn, a high school English
teacher, also is from Florida. They have three sons. The oldest, Richie,
is a freshman at the United States Air Force Academy in Colorado
Springs, Colorado; Lucas is eleven; and Matty is four and a half; and
Whereas, Dr. Woodruff is a deacon at Boulevard Baptist Church. He
also is one of four campaign vice chairmen for the 1991 United Way
fund drive in Anderson and Abbeville counties. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly, by this resolution, thank
and recognize Anderson City Manager, Dr. Richard Woodruff, for his
twelve years of service to that city and wish him well as he begins work
as the City Manager of Naples, Florida.
Be it further resolved that a copy of this resolution be forwarded to Dr.
Richard Woodruff.
