THE ISSUANCE AND COST OF A DISTINGUISHING DECAL
TO INDICATE THAT THE PERSON IN CONTROL OF A

decal upon request to a motor vehicle owner which when displayed
indicates that the person in control of the vehicle and its passengers
consent to its search for illegal drugs. It is not necessary that
probable cause exists for a search to be conducted pursuant to this
section. The decal must be designed by the department, must display
information the department considers necessary for enforcement
purposes, and must be placed on the inside of the windshield on the
driver's side. The department may charge a fee for issuance equal to
the cost of the decal."
