PROPOSSING AN AMENDMENT TO ARTICLE IV, SECTION 21 OF THE CONSTITUTION OF SOUTH CAROLINA, 1895, RELATING TO THE AUTHORITY OF THE GOVERNOR TO APPROVE OR VETO LEGISLATIVE ENACTMENTS, SO AS TO ALLOW THE GOVERNOR TO REDUCE AN ITEM IN A BILL OR RESOLUTION APPROPRIATING MONEY IN THE SAME MANNER THAT HE MAY DISAPPROVE SUCH AN ITEM AND TO PROVIDE THAT HIS REDUCTION MUST BE CONSIDERED AS A DISAPPROVAL IS CONSIDERED.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. It is proposed that Article IV, Section 21 of the Constitution of this State be amended by adding:
"In a bill or joint resolution appropriating money, the Governor may also reduce one or more items in the same manner that he may disapprove an item, and the reduction must be considered in the same manner that a disapproval is considered."
SECTION 2. The proposed amendment must be submitted to the qualified electors at the next general election for representatives. Ballots must be provided at the various voting precincts with the following words printed or written on the ballot:
"Must Article IV, Section 21 of the Constitution of this State be amended so as to allow the Governor to reduce an item in a bill or joint resolution appropriating money in the same manner that he may disapprove an item and that the reduction must be considered in the same manner that a disapproval is considered?

[] No
Those voting in favor of the question shall deposit a ballot with a check or cross mark in the square before the word `Yes', and those voting against the question shall deposit a ballot with a check or cross mark in the square before the word `No'."
