A Joint Resolution proposing an amendment to Article IV, Section 21 of the Constitution of South Carolina, 1895, relating to the authority of the Governor to approve or veto legislative enactments, so as to allow the Governor to reduce an item in a bill or resolution appropriating money in the same manner that he may disapprove such an item and to provide that his reduction must be considered as a disapproval is considered.
