TO DIRECT THE STATE HIGHWAYS AND PUBLIC TRANSPORTATION COMMISSION NOT TO EMPLOY A PERMANENT DEPUTY EXECUTIVE DIRECTOR OF THE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION UNTIL JULY 1, 1993, OR THEREAFTER SO THAT THE GENERAL ASSEMBLY DURING ITS 1993 SESSION MAY CONSIDER LEGISLATION RESTRUCTURING THE EXECUTIVE BRANCH OF STATE GOVERNMENT INCLUDING THE COMMISSION AND THE DEPARTMENT.
Whereas, the State Department of Highways and Public Transportation is a very important agency of state government which employs over seven thousand seven hundred employees, administers an annual budget exceeding seven hundred twenty-six million dollars, and provides critical transportation services that affect the economic well-being of this State and each of its citizens; and
Whereas, the General Assembly during its 1993 session is considering far-reaching legislation which would restructure the executive branch of state government including the department and the commission to make them more efficient, cost-effective, and responsive to the needs of this State and to the duties and obligations placed upon them; and
Whereas, the General Assembly for these reasons believes that a permanent Deputy Executive Director for the department should not be employed until the General Assembly during its 1993 session has considered this restructuring legislation. Now, therefore, Be it resolved by the House of Representatives, the Senate concurring:
That the State Highways and Public Transportation Commission is directed not to employ a permanent Deputy Executive Director of the Department of Highways and Public Transportation until July 1, 1993, or thereafter so that the General Assembly during its 1993 session may consider legislation restructuring state government including the commission and the department.
Be it further resolved that a copy of this resolution be forwarded to the State Highways and Public Transportation Commission.
