TO DIRECT THE DEPARTMENT OF EDUCATION TO CREATE A TASK FORCE TO DEVELOP A DOCUMENT CONTAINING A "DECLARATION OF PRINCIPLES FOR DAILY LIVING", TO PROVIDE FOR THE COMPOSITION OF THE TASK FORCE, TO REQUIRE THAT THE DOCUMENT BE SUBMITTED TO THE GENERAL ASSEMBLY FOR APPROVAL AND THAT SUBSEQUENT TO APPROVAL, IT BE DISTRIBUTED BY THE DEPARTMENT TO SCHOOL DISTRICTS WHERE IT MUST BE POSTED IN EACH CLASSROOM.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. (A) The Department of Education shall create a task force to develop a document containing a "Declaration of Principles for Daily Living". This document shall serve as a guide for students, teachers, and all school district personnel in treating each other with kindness, compassion and consideration, in respecting the beliefs and property of others, in acting with decency and decorum, and in being responsible and contributing members of school and local communities.
(B) The task force must include, but is not limited to, representatives from the Christian, Islamic, and Jewish faiths, a representative of native Americans, parents, students, teachers, school board members, and a representative of the American Civil Liberties Union.
(C) The document must be submitted to the General Assembly before January 1, 1999 for approval. Subsequent to approval, the Department of Education shall publish and distribute the document to each school district, and the document must be posted in each classroom.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
