TO APPROVE REGULATIONS OF THE DEPARTMENT OF EDUCATION, RELATING TO DEFINED PROGRAM K-5, DESIGNATED AS REGULATION DOCUMENT NUMBER 2123, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The regulations of the Department of Education, relating to defined program K-5, designated as Regulation Document Number 2123, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.
SECTION 2. This joint resolution takes effect upon approval by the Governor.

The South Carolina Department of Education, Office of Organizational Development, proposes to amend Regulation 43-231, Defined Program K-5. This regulation sets out minimum minutes for instruction and requires SDE permission to change. It also includes many of the provisions found in the Defined Minimum Program. We propose that this regulation be amended in order to consolidate and condense a number of State Board of Education regulations which address this issue. The amended regulation will incorporate portions of R43-230 (Pilot Program, Experimentation), R43-239 (Drug Education), R43-247 (Class Size), R43-253 (School Libraries), R43-256 (Guidance Program), R43-277 (Student Records), and R43-255 (School-to-Work Transition Act). Amendments will also allow for greater local control and flexibility in the operation of schools.
