A CONCURRENT RESOLUTION

TO ESTABLISH AN ENVIRONMENTAL QUALITY AND ECONOMIC GROWTH TASK FORCE, TO PROVIDE FOR ITS MEMBERSHIP AND THE ISSUES IT WILL STUDY, AND TO REQUIRE THE TASK FORCE TO REPORT ITS FINDINGS AND RECOMMENDATIONS TO THE GENERAL ASSEMBLY BY APRIL 1, 2001, AT WHICH TIME THE TASK FORCE SHALL BE ABOLISHED.

Be it resolved by the Senate, the House of Representatives concurring:

That there is established an Environmental Quality and Economic Growth Task Force to study the issues related to preserving the environmental quality and natural resources of the State while promoting its business, industrial, and economic development and growth. The task force shall specifically study and make recommendations concerning how rapid industrial and population growth affect the environment, how companies are using new strategies to lower their environmental impact, the extent to which public input should be considered prior to the issuance of environmental permits, the extent to which future planning for use of the State's natural resources should be developed and implemented, and whether the State should investigate and use an industry applicant's environmental impact and compliance record in making its determinations concerning that industry.

The task force shall consist of twelve members.

(A) The following members are voting members:

(1) Chairman of the Senate Medical Affairs Committee who shall chair this task force;

(2) Chairman of the House Agricultural, Natural Resources, and Environmental Affairs Committee who shall serve as vice-chairman; and

(3) four members appointed by the Governor. Two of the gubernatorial appointees must represent business and industry interests and two must represent environmental interests.

(B) The following members shall serve in their ex-officio capacity and are not voting members:

(1) Commissioner of the Department of Health and Environmental Control or his designee;

(2) Director of the Department of Natural Resources or his designee;

(3) Director of the Commission for Minority Affairs or his designee;

(4) President of the University of South Carolina or his designee;

(5) President of the Medical University of South Carolina or his designee; and

(6) President of Clemson University or his designee.

Members shall serve without compensation, but shall receive the mileage, subsistence, and per diem authorized by law for members of state boards, committees, and commissions to be paid from the approved accounts of both houses.

The task force shall be staffed by staff of the Senate and House as chosen by the chairman and vice-chairman of the task force. Other agencies as determined by the task force also shall assist and cooperate with the task force in the manner it determines appropriate.

The task force shall report its findings and recommendations to the General Assembly no later than April 1, 2001, whereupon the task force is abolished.
