Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark, as follows:
We thank You, Heavenly Father, for the far-sighted efforts of our forefathers, which gave us the blessings that we enjoy today. Forbid that we should become so busy enjoying the fruit as to forget the tree from which it came. Help us then to appreciate always the past and to be inspired by it as to live and labor today for a better tomorrow. May we never betray the past by exploiting the present. Teach us that our accomplishments can be dwarfed because of the limits of our aspirations. Praise God from Whom all blessings flow. Amen.
After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.
The following Bill was read the third time, passed and, having received three readings in both Houses, it was ordered that the title be changed to that of an Act, and that it be enrolled for ratification:
S. 1371 (Word version) -- Senator Passailaigue: A BILL TO PROVIDE THAT STUDENTS WHO RESIDE IN AND ATTEND A PUBLIC SCHOOL IN CHARLESTON COUNTY WHO PARTICIPATE IN INTERSCHOLASTIC SOCCER OR AS A MEMBER OF A SCHOOL SOCCER SQUAD MAY PARTICIPATE IN ORGANIZED SOCCER WHICH IS INDEPENDENT OF THE CONTROL OF THE SCHOOL UNDER CERTAIN CONDITIONS, AND TO PROVIDE THAT A SCHOOL OR STUDENT IN THOSE SCHOOLS IS NOT INELIGIBLE FOR PARTICIPATION IN INTERSCHOLASTIC SOCCER BECAUSE OF THE PARTICIPATION OF THE STUDENT OF THE SCHOOL AS A MEMBER OF AN ORGANIZED SOCCER TEAM INDEPENDENT OF THE SCHOOL'S CONTROL.
The following Joint Resolution was taken up, read the third time, and ordered sent to the Senate:

Fleming: A JOINT RESOLUTION TO PROVIDE THAT THE SCHOOL DAY OF THURSDAY, MAY 4, 2000, MISSED BY THE STUDENTS OF BUFFALO ELEMENTARY SCHOOL IN THE UNION COUNTY SCHOOL DISTRICT FOR SCHOOL YEAR 1999-2000 WHEN THE SCHOOL WAS CLOSED DUE TO A BOMB THREAT IS EXEMPTED FROM THE MAKE-UP REQUIREMENT OF THE DEFINED MINIMUM PLAN THAT FULL SCHOOL DAYS MISSED DUE TO EXTREME WEATHER OR OTHER CIRCUMSTANCES BE MADE UP.
