Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark, as follows:
Our Father God, the Giver of every good and perfect gift, shape our lives into instruments of service to Your and to our fellowmen. Cover our wrongdoings with Your forgiveness. Lift us up, set our feet on high places, and guide us to the goals which belong to the people of God. Keep us cheerful when things go wrong, strong in mind and disposition until the day is done.
