A quorum being present, the proceedings were opened with a devotion by Bishop Robert J. Baker, Bishop of the Diocese of Charleston, as follows:

Let us pray.

Loving God, You have blessed us with great freedom, a strong economy, abundant natural resources and a generous and loving people.

It is with faith and hope that we ask You today, Lord, to help us find ways to use those among us who are strong and help those who are weak.

Show those who are blessed with financial wealth ways to include the poor and vulnerable in our economic prosperity.

Guide us with Your wisdom and spirit of generosity so that we may continue to effectively fulfill the mandate of Your teachings.

We beseech Your justice of right and wrong in our society to find common ground on the many issues which divide the people of our great State.

This day, this week, this year, this century, we place ourselves in your care, O Lord, as we face the challenge of leadership and we turn often to You for your guidance, wisdom, courage and compassion.

Bless divinely the men and women in this assembly who are Your partners in service in the State of South Carolina in the beginning of the new millenium.

Boyd, Jonathan W. Brown, David Gibson, John A. McAllister, Kaye H. O'Neil, Sidney F. Thomas and Jo Anne C. Wessinger had been screened and found qualified to serve.

SENSE OF THE SENATE MOTION ADOPTED

[Clerk's Note: At the point in the committee selection process after which Senator WALDREP had selected the Committee on Education, there remained no vacancies on that committee. Senator BRYAN noted that under the provisions of Rule 19(4) Senator ANDERSON, having previously served on the Committee on Education, would be unable to continue serving inasmuch as there were currently no vacancies.]

Senator JACKSON asked unanimous consent to make a motion that he be granted leave to withdraw his selection of the Committee on Education and select the Committee on Agriculture and Natural Resources.

There was no objection.

Sense of the Senate

Senator BRYAN asked unanimous consent to make a motion that it be the Sense of the Senate that any Senator who served on a Standing Committee in the session immediately past cannot be deprived of the opportunity to select any such committee in the first round of committee selections wherein a member selects four committees on which to serve.

There was no objection and the motion was adopted.
