A CONCURRENT RESOLUTION

THANKING THE CENTRAL POLICE DEPARTMENT, CHIEF JOE GIBBS, WITH ASSISTANCE FROM THE PICKENS COUNTY SHERIFFS DEPARTMENT, SHERIFF C. DAVID STONE, THE SOUTH CAROLINA LAW ENFORCEMENT DIVISION, THE 13TH JUDICIAL CIRCUIT SOLICITOR'S OFFICE, THE JEFFERSON COUNTY, TENNESSEE POLICE DEPARTMENT, AND THE NUMEROUS OTHER LAW ENFORCEMENT AGENCIES FOR THEIR DEDICATION AND CONTINUED, LABORIOUS EFFORTS IN TRACKING AND APPREHENDING A SUSPECT IN THE MURDER OF CLEMSON UNIVERSITY STUDENT TIFFANY MARIE SOUERS.

Whereas, Tiffany Marie Souers, a twenty year old Clemson University student, was found murdered in her apartment on May 26, 2006; and

Whereas, the Pickens County Police Department immediately began searching for her killer, scouring her apartment, and taking to the streets to find clues as to her killer; and

Whereas, after setting up a hotline, the Pickens Police Department was flooded with leads, though, the biggest clue came from DNA evidence obtained at the scene; and

Whereas, forensic scientists at the State Law Enforcement Department (SLED) built a DNA profile from evidence at the apartment and ran it through several state and federal databases of convicted felons; and

Whereas, while it normally takes thirty days to get a confirmation on a DNA test, several officers and scientists worked exclusively on the case, getting results back in less than twenty four hours; and

Whereas, using the cold hit from a DNA index system in both Florida and North Carolina, officers and agents now had a picture and description of the suspected killer; and

Whereas, the 13th Circuit Solicitors Office, along with SLED and the Pickens County Police Department released the information in a nationwide search for the suspected killer; and

Whereas, because the suspect was a registered sex offender, the Tennessee authorities recognized his name and description and set out to apprehend the subject; and

Whereas, after a day of tracking and surveillance, the Jefferson County Tennessee Police arrested, interrogated, and got a detailed, written confession from the suspect; and

Whereas, early in the investigation, Chief Joe Gibbs of the Central Police Department was inundated with media inquiries, and rather than sacrifice valuable investigative time in responding to the media himself, Chief Gibbs sought the assistance of the 13th Judicial Circuit Solicitor Robert Ariail, who acted as the spokesman for the ongoing murder investigation; and

Whereas, Solicitor Ariail addressed the local and national media, that was closely following the case, in a very professional, courteous, and articulate manner; and

Whereas, the investigation task force consisted of more than a dozen agencies in South Carolina, North Carolina, Tennessee, and Florida, and countless numbers of individuals all exhaustively working toward finding justice in the murder of a innocent, young lady. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the members of the General Assembly, by this resolution, thank the Central Police Department, the Pickens County Sheriff's Department, SLED, the Office of the 13th Circuit Solicitor, and the Jefferson County, Tennessee Sheriff's Department for their dedication in tracking and apprehending a suspect in the murder of Clemson student, Tiffany Souers.

Be it further resolved that a copy of this resolution be forwarded to Central Police Chief Joe Gibbs, Pickens County Sheriff C. David Stone, State Law Enforcement Division Chief Robert Stewart, Solicitor Robert Ariail, and Jefferson County, Tennessee Sheriff David Davenport.
