VERSIONS OF THIS BILL
TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-53-75 SO AS TO ALLOW THE UNIVERSITY OF SOUTH CAROLINA-SUMTER TO OFFER FOUR-YEAR DEGREES CONTINGENT ON FUNDING; AND TO AMEND SECTION 11-41-30, AS AMENDED, RELATING TO THE STATE GENERAL OBLIGATION ECONOMIC DEVELOPMENT BOND ACT, SO AS TO REVISE THE DEFINITION OF "PROJECT" TO INCLUDE THE UNIVERSITY OF SOUTH CAROLINA-SUMTER FOR THE PURPOSE OF IMPLEMENTATION OF ITS FOUR-YEAR DEGREES.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Article 1, Chapter 53, Title 59 of the 1976 Code is amended by adding:
"Section 59-53-75. Notwithstanding another provision of law, the University of South Carolina-Sumter may offer four-year degrees. The provisions of this section are contingent upon the local governments in USC-Sumter's service area providing additional funding for USC-Sumter of two hundred fifty thousand dollars each year. The degree programs and a schedule for their implementation must be established by USC-Sumter in conjunction with the Commission on Higher Education, and the Commission on Higher Education shall promulgate regulations to effectuate the intent of this section. However, prior approval of the Commission on Higher Education to establish these degree programs is not required."
SECTION 2. Section 11-41-30 of the 1976 Code, as last amended by Act 227 of 2004, is further amended by adding a new item to be appropriately lettered at the end of Section 11-41-30(2) to read:
"( ) 'Project' also includes the University of South Carolina-Sumter for the purposes of implementation of its four-year degree programs. Subject to the approval of the department and notwithstanding another requirement concerning investment, USC-Sumter is eligible for funding of not more than one hundred thousand dollars to provide additional infrastructure and technology services at USC-Sumter to better serve the constituencies served by USC-Sumter."
SECTION 3. This act takes effect upon approval by the Governor.
